Ballard To Announce Winning Bidder For Rigged Criminal Justice Center Project

Mayor Greg Ballard wouldn't want to leave office next year without strapping taxpayers with a potentially multi-billion dollar investment in a new criminal justice center arrived at through an illegal, rigged bidding process. He's scheduled to announce the "winning" bidder tomorrow, a term I use loosely since we know his administration knew the identity of the winner earlier this year when it announced these three foreign-led finalists:
  • WMB Heartland Justice Partners, led by equity members Meridiam Infrastructure Indy Justice LLC, Balfour Beatty Investments Inc. and Walsh Investors LLC with major non-equity contributions by Walsh Construction Co. II LLC, Heery International Inc., Cofely Services Inc., Skidmore Owings & Merrill LLP; and Dewberry Architects. 
  • Indy Justice Partners, led by equity members Fengate Capital Management Ltd., AECOM Global Fund I LP and Shiel Sexton Co. Inc., with major contributions by W.G. Yates & Sons Construction Co., Tishman Construction Corp. and Johnson Controls. 
  • Plenary Edgemoor Justice Partners, led by Plenary Group USA Ltd. and Edgemoor Infrastructure & Real Estate LLC. Major non-equity members are Clark Construction Group LLC, F.A. Wilhelm Construction Co. Inc., HDR Architecture Inc. and CBRE.
Expect the Indianapolis City-County Council to approve the deal early next year because there are too many political cronies who stand to make a financial windfall off the corrupt and illegal process by which the administration arrived at this determination. The Republican council members, except for Christine Scales, do whatever the downtown mafia orders them to do. The Democrats' candidate for mayor next year, Joe Hogsett, works for one of the law firms that's already realizing a windfall from the deal so don't expect them to stand in the way of its approval. Just be prepared to bend over and take it up the butt real hard this time. And forget the notion that there is either a federal or state prosecutor who would prosecute those responsible for committing the criminal acts carried out for the sake of getting a new criminal justice center. This is Indianapolis, after all, the most corrupt city in all of America, where the political insiders have a license to steal from the public with immunity from prosecution.
